Years ago, findings revealed that soil located under the old Swan Cleaners at the Kingsdale Shopping Center was contaminated. 

In October of 2011, Echo Kingsdale LLC. submitted a voluntary action to the EPA stating that they had dealt with contaminated soil in hopes to redevelop the property. They wrapped the contaminated soil in orange construction fencing and buried it under a parking lot.

However, that treatment did not meet the EPA guidelines. In September of 2012, the EPA issued a violation to Echo Kingsdale LLC. saying this wasn’t up to par. The company devised a “closure plan” which was presented to the public. 

The large hole currently being dug in the Kingsdale Shopping Center parking lot is that plan being executed.

Upper Arlington says they have nothing to do with the hole, but said in an email, “The Kingsdale property owners are working with the Ohio EPA to clean up some contaminated soil that was not correctly dealt with when the site was redeveloped. …Upper Arlington has not been involved with this at all.”
