Sully weighs only 26 pounds, which is less than half of what a healthy weight for a dog of this breed would be. He also has numerous lesions that could be cigarette burns and each ear has had a small notch cut into them, according to a police Facebook post.

Police said Sully is very friendly.

Police are now asking for information about who may have owned Sully Doe.
